Baseline of Biological Threat Reduction Activities Members of the Biological Threat Consortium conducted case studies of threat reduction activities in countries and professional communities worldwide, applying the “Dissuade/Deny/Detect/Defend” model. These assessments form the documents listed below, each assessing the full baseline of current nonproliferation, biological threat reduction, and other relevant programs to ascertain what measures are in place to combat bioterrorism and biological weapons.
