The article deals with the persistent use of ground, and possibly aerial, improvised explosive devices (IEDs) in Iraq. The authors believe the consistently more advanced IED technology used by insurgents says a lot about how our enemies learn and adapt. They also conclude that a persistent IED threat carries implications for our 'clear, hold, and build' strategy in Iraq.
