At the OSCE Summit in Istanbul in November 1999, the presidents of Turkey, Azerbaijan, and Georgia signed a legal framework agreement witnessed by President Clinton that was intended to commence the implementation of the multi-billion dollar project to transport Caspian oil from Baku, Azerbaijan to world markets through the Turkish Mediterranean port of Ceyhan.
