Civil Affairs Missions in Vietnam had three primary objectives: 1) eliminate the Viet Cong insurgency in South Vietnam, 2) end the Viet Cong’s ability to recruit in Southern Vietnam, and 3) recruit indigenous tribes to take up arms against the Viet Cong and the northern Vietnamese army. Civil Operations and Revolutionary Development Support (CORDS) was the primary military civil affairs mission in Vietnam after 1967, ably led by Ambassador Robert Komer. The U.S. civil affairs mission in Vietnam was the most extensive civic action program ever undertaken by the U.S. military.
