Equipping USAID for Success

PCR's latest special report casts a critical eye on USAID's role in the development process in Afghanistan.  Frumin notes that many problems are caused by contradictions between USAID's mandate and its grant-making abilities. The report contains an analysis of overall development funding from the U.S. Government, and its distribution across agencies. The author served as a USAID worker in Panjshir Province, Afghanistan.
