    In early 2007, the Tenth National People’s Congress Fifth Plenum seemed to signal the beginning of a new drive against corruption in China. According to the official Xinhua news agency, during the fall of 2006 an “anti-graft storm” hit China. The party-state apparatus also seemed to be gearing up for a crackdown.
