Measuring Corruption and increasing Corruption Awareness in China

  • An index to measure public sector corruption and case studies of important corruption investigations
    Oct 1, 2009

Most indices for measuring corruption rely surveys of perception of people. The corruption index devised by the Hills Governance Center at Tsinghua University takes an objective, quantifiable approach to the measurement of corruption. Based on primary surveys done in five major cities across China, the index assesses public interaction with local government and measures incidence of corruption based on objective criteria. The results are compared to understand relative impact of anti-corruption measures in the five cities.

In this report, the Hills Governance Center, Tsinghua University also provides curricula for anti-corruption pedagogy based on case studies of important corruption investigations by Chinese law enforcement agencies in the public and private sector.

This report was enabled by a gracious grant from the Stuart Family Foundation to the Hills program on Governance.
