To even more than the casual observer, the events that transpired at the global climate change negotiations in Copenhagen are somewhat mystifying. For veterans of international processes and meetings, it is hard to believe that so many countries could come together for such a large and anticipated event with no pre-planned resolution. Granted, international climate negotiations have not previously garnered participation from so many heads of state and previous sessions typically ran late by a day or more in order to reach conclusion.
