Rethinking the National Guard and Homeland Defense

On March 1, 2007 the independent Commission on the National Guard and Reserves released its second report to Congress. This interim report, directed by the FY 2007 National Defense Authorization Act, commented on 17 proposals included in the National Defense Enhancement and National Guard Empowerment Act.
