The North Atlantic Treaty Organization’s 2010 Strategic Concept declared that the “modern security environment contains a broad and evolving set of challenges to the security of NATO’s territory and populations.” To meet these demands, the accompanying Lisbon Declaration called for a Defense and Deterrence Posture Review (DPPR) to explore, among other topics, what should be the “appropriate mix of conventional, nuclear, and missile defence forces” for the Alliance.
