If the United States goes to war with Iraq, winning the peace will be critical.
This report takes no position on whether there should be a war. But, the success
of any U.S.-led effort to disarm Iraq of weapons of mass destruction and drive
Saddam Hussein from power will be judged more by the commitment to
rebuilding Iraq after a conflict than by the military phase of the war itself. At
stake are the interests not only of the United States, but of Iraqis, the region, and
the broader international community.
