Efforts to reduce the overall size of U.S. and Russian nuclear forces have brought increased attention to the issue of nuclear force maintenance and nuclear complex modernization. And the 2010 Nuclear Posture Review Report placed a strong emphasis on ensuring that the U.S. maintained a “safe, secure and effective” nuclear arsenal.
