The global development agenda is moving toward a framework of developing country-led and results-oriented partnerships differentiated by local conditions, and the commitments and capacities of partners. However, long-term success requires the integration of good governance and rule of law in the global development agenda. Join us for the launch of Trends in the Practice of Development Cooperation: Strengthening Governance and the Rule of Law and a discussion with author Ambassador James Michel as he explores the potential challenges and opportunities around the changing development landscape. These include an increased focus on measurement and evaluation, the participation of additional state and nonstate actors, the increased diversity of development finance, and an international focus on local ownership. 

Ambassador James Michel is a senior adviser at CSIS and an independent consultant in international development cooperation. He served in a number of senior positions during a long career in public service with the U.S. government including Deputy Legal Adviser (1977-1982), Principal Deputy Assistant Secretary of State for Inter-American Affairs (1983-1987), and U.S. Ambassador to Guatemala (1987-1989). In 1990, he became Assistant Administrator for Latin America and the Caribbean at the U.S. Agency for International Development (USAID). From 1994 to 1999, he was chair of the Development Assistance Committee of the OECD, where he presided over the principal international forum for coordinating development cooperation policies. After leaving government service in 2000, Ambassador Michel was senior counsel to Tetra Tech DPK, an international consulting firm. He returned to USAID temporarily in 2009 and 2010 to assist in the agency's management during its transition to new leadership, serving again as the agency's counselor.
