Marc Frey is a senior associate with the CSIS Homeland Security and Counterterrorism Program. He is also senior director in the Washington office of Steptoe & Johnson LLP, where he helps clients navigate the complexities and policies at the nexus of international business and security. Previously, Dr. Frey held senior positions at the Department of Homeland Security (DHS), including chief of staff for the Office of Policy Development, director of the Visa Waiver Program (VWP), and senior adviser to the chief security officer. In these positions he worked extensively with DHS’s agencies and partners to implement policies regarding aviation and border security, travel and trade facilitation, domestic and international information sharing, and law enforcement cooperation. At VWP, he directed the multiyear effort to enhance and expand the security of the program. In addition, he managed the statutorily required security assessments of 36 member countries and led negotiations on required information sharing agreements. Prior to his service at DHS, Dr. Frey worked as an analyst on national and homeland security issues for both Lockheed Martin and Science Applications International Corporation (SAIC). At SAIC, he specialized in assessments of long-range trends and emerging technologies and capabilities for the Department of Defense.

Dr. Frey serves on the Executive Board of the National Defense Industrial Association’s Homeland Security Division and is a member of the Atlantic Council and the American Council on Germany. He has served as an adjunct professor at Temple University and remains involved with its Center for the Study of Force and Diplomacy. He also is a regular contributor to Adfero’s Security Debrief blog. Dr. Frey holds a Ph.D. in twentieth-century U.S. diplomatic history and an M.A. in U.S. diplomatic history from Temple University and a B.A. from Duke University.
